Look, In my mind it were magikarps on the water that they enter to the area from the highest point of the water, it´s kind of easy but, when the magikarps arrive on the ground they evolve to gyarados and they become really hard to kill.
And the gift is a shiny magikarp.
I think that gyarados are easier to kill than you may think, given their heavy weakness to electricity. Still, that didn't make the geodudes on the old Mt. Moon and the new Mt. Moon challenge level easy, so I guess the idea is valid. :)
